How were people persuaded to take the COVID-19 “vaccines”?

What were the incentives for promoting the “vaccine” narrative? What were the punishments for going off-script?

Did anyone ever apologize for the peer-pressure, shaming, virtue signaling, and wide-spread offenses to Canadians’ basic freedoms and rights (right to free speech, mobility rights, right to equal protection and benefit under the law)?
