James Dick Construction Limited, Reid Road Reservoir Quarry Proposal

 

 

 

James Dick Construction Limited has filed an application for licence to reactivate a former sand and gravel pit located at 9210 Twiss Road at Reid Sideroad, Milton. 

 

Formerly known as the Woodlawn Guelph Campbellville Pit / Campbellville Sand and Gravel quarry, the operation had its licence withdrawn in 2008.

 

Proposal:   to operate a Class “A” (Category 1 & 2) pit/quarry below water

 

Location:    Part of Lot 7, Concession 2, Geographic Township of Nassagaweya, Town of Milton, Regional Municipality of Halton, 1.5 kms west of the Hamlet of Campbellville at 9210 Twiss Road, between Twiss Road and First Line Nassagaweya, south of Highway 401.

 

Area:         83 ha site with 29.4 Ha (73 acres) extraction

 

Maximum Tonnage:  990,000 tonnes per year through underwater blasting / 20-year life expectancy

 

Haul Route:  east/west along Reid Sideroad to Highway 401 via Guelph Line.

 

Underwater blasting to remove limestone bedrock (Amabel Dolostone)

 

Recycling site – asphalt and concrete materials, crushed aggregate (60,000 tonnes storage of unblended imported material)

Broad concerns about creating new aggregate operations or expanding existing sites are:  consolidated impacts of local aggregate operations, affect on water quality, direct community impacts, healthcare, loss of long-term jobs, blasting impact (fly rock, accidents, property damage) and explosives transportation/storage (where used), heavy truck traffic, dust, loss of air quality, noise pollution, greenspace impact, wildlife impact, impact on fish, potential to take water, operational life cycle, rehabilitation plan, tax implications and future-use (planning vs reality).

 

Specific concerns include impacts of impacts on well water, air quality, dust, traffic congestion, noise, financial impact.  Of particular concern is the proposed underwater blasting, which could potentially open pathways that allow surface toxins to contaminate groundwater, blasting could impact Kelso wells, and private wells of residents, emissions from blasting could result in air pollution, in addition to impacting wildlife and wetlands, and fly-rock from blasting could cause property damage and/or personal injury.
