Carp Road

Waste Management of Canada Corporation (WM) is proposing a new, integrated multi-purpose waste management facility to serve the City of Ottawa and the surrounding communities.  The new site is directly adjacent to WM’s existing closed Ottawa Waste Management Facillity (WMF).

 

-          WM is seeking a total of 6.5 million cubic metres of landfill capacity of solid non-hazardous waste including cover;

-          Service area that includes the province of Ontario, but will primarily serve Industrial, Commercial and Institutional (IC&I) and residential waste generators from the City of Ottawa and the Good Neighbour Zone, which includes surrounding communities mainly within Lanark County.

-          The annual disposal rate is estimated to be 400,000 tonnes per year, with an additional 150,000 tonnes per year of daily and interim cover.

-          The estimated site life of the proposed new landfill footprint will be approximately 10 years.

 

The 37.8 ha site is located northwest of Highway 417 at Carp Road, west of the Canadian Tire Centre and adjacent to the existing Carp Road Landfill, the area is predominantly commercial and light industrial land that is designated in the City of Ottawa's Official Plan as "Carp Road Rural Employment Area". The proposed landfill features double composite liner system, gas collection, leachate collection, storm water collection.

 

Existing Landfill:

 

Opened in the 1960s, Waste Management’s Ottawa Waste Management Facility (WMF) existing landfill is mostly inactive accepting less than 20,000 tonnes of waste per year versus 350,000 tonnes previously.  95% of the present landfill has been capped with an impermeable layer of clay to prevent odour.  A gas to energy system is employed at the existing landfill.

Concerns include:

-          aesthetics/visuals

-          location is close to thousands of people and future development

-          Opposition fears that since the landfill has a capacity of 6.5 million cubic meters that the company will be servicing all of Ontario and beyond.

-          Proposed an expansion to its currently inactive Carp Road, Stittsville facility. 

-          Ground water impact – Carp Road location consists of porous soils and fractured limestone

-          The present landfill is contaminating property – WM forced to buy neighbouring lands in 2006 and 2010.

-          Odour

-          Traffic

-          Property values of regional properties

-          Health concerns

-          Lack of recreational lands as previously promised

-          Lack of honesty and accountability from Waste Management

The province’s Environment Ministry releases its review of the dump’s environmental assessment. The terms of reference specify a dump with a capacity of 6.5 million cubic metres. The ministry says it’s satisfied that the dump “will be designed and operated to comply with ministry’s standards and that the environmental effects of the proposed undertaking can be managed.”

October 2012

Qadri convinces council’s environmental committee to ask the province to scale back the landfill’s capacity from 6.5 million cubic metres to 4 million cubic metres.

June 8, 2010

Then-Carleton-Mississippi Mills MPP Norm Stirling yells at Waste Management staffers at a public meeting, accusing them of spouting “bull” as they deny any intention of accepting waste from outside Ottawa.

April 22, 2010

On Earth Day, then-mayor Larry O’Brien says Ottawa is fighting “a war” on landfills and vows to stop any of expansion of the Carp Rd. facility, “period, stop.”

April 13, 2010

Stittsville Coun. Shad Qadri calls on residents to oppose Waste Management’s plan to close the Carp Rd. dump and build a new facility next door that will be dubbed the West Carleton Environmental Centre. It would take 400,000 tonnes of garbage per year for a decade and include waste diversion and recycling facilities.

October 2007

Council hears the Carp Rd. dump is running out of room and that operator Waste Management is shipping residential waste to the Trail Rd. landfill and to New York State.
