Tottenham Airfield Corporation is wholly owned by Green for Life (a waste management company [? Confirm])
Opponents: Cite dust, noise and water contamination as key concerns. The locals use groundwater wells. On March 20, 2017, the local council confirmed discovery of PCBs, toxic chemicals formerly found in paints, inks, lubricants and other products, at the site (source). They note that the aerodrome sits beside a Seniors’ residence with 300 inhabitants. Also, that there are 25 neighbouring properties. The aerodrome is part of the Oak Ridges Moraine.

Constitutionally, the responsibility for airports, airfields, and aerodromes falls to the federal government. The province and municipalities are entitled to regulate but are not entitled to prohibit. (source)

The issue of whether aerodromes, as federal undertakings, can be regulated by municipal fill-bylaws was settled by the Court of Appeal for Ontario in Burlington Airpark Inc. v. Burlington (City), 2014 ONCA 468 (CanLII).
The purpose of the fill bylaw was to regulate the quality of fill to prevent the use of toxic or contaminated fill in municipalities. The bylaw was not an attempt to regulate aeronautic activities. Burlington Airpark was required to comply with the City of Burlington’s fill bylaw.
Although
aerodrome operations were found to be regulated by municipal fill bylaws, there
are still many activities – farming, rehabilitation of lands – which require
clarification as to whether municipalities have the authority, and
jurisdiction, to regulate these activities’ fill operations.

Although federal regulations were indeed recently updated to clarify municipal jurisdiction, the Ontario Soil Regulation Task Force cautions there is still a grey area regarding aerodrome site alterations not directly related to aviation activities.
