Nelson Aggregate Company – Adjala-Tosorontio Proposal
Located south of Everett at Lot PT 6-7, Conc 4, Tosorontio – 5th Sideroad and County Road 13 aka 5556 and 5670 County Road 13, northwest of 5th Sideroad
Filed for a Category 1, Class A licence to create a 72.8 hectare / 180-acre pit (extraction area 52.51 hectare / 130 acres), below-the-water-table, 1 million tonnes of sand and gravel annually.
Opponents are showing concern about the cumulative impacts of many small pits in the area. Additionally, that the operation proposes extraction below the water table with potential impacts to Boyne River, Tosorontio Creek, Earl Rowe Park, Nottawasaga River running into Georgian Bay.
Lack of water is a concern in the northern part of Tosorontio already, particularly because development is planned in the area and there are few source water areas.
Nelson doesn’t own the land. They are waiting for the application to be approved before buying the land.

Kim Benner, MNRF explains deficiency as follows: Thank you for your e-mail regarding the Environmental Registry proposal notice (ER #012-3888) for a Category 1 – Class A licence under the Aggregate Resources Act (ARA) proposed by Nelson Aggregates Inc. The issuance of a Class A licence is a classified instrument and posting of a proposal for this instrument by the Ministry of Natural Resources and Forestry is a requirement under the Environmental Bill of Rights. The Ministry tries to make sure that the commenting period for a proposal notice coincides with the notification period for the application under the ARA, whenever possible. In this instance, the Ministry was unable to coincide these two periods.

re: proposed Nelson Aggregate quarry in Adjala-Tosorontio ... I have heard that there is a public info session on 18-Feb-2015, however, I cannot find any application information on the EBR or online. The lack of info is immediately suspicious and annoying. If the aggregate industry is looking for acceptance from the public, then communication is the perfect place to start improving the reputation of your member firms. Please forward information on this proposal.

Ontario Residents and Taxpayers have a right to comment on aggregate proposals under the (i) Aggregate Resources Act, and (ii) the Environmental Bill of Rights (EBR). This gravel pit proposal seems to be slipping through the cracks and avoiding public comment. The first 45 days to comment was buried in the "classified" section of the newspaper. The second 47-day EBR period wasn't enabled until April without any notice. The lack of readily available info is suspicious and annoying. If the aggregate industry is looking for acceptance from the public, then communication is the perfect place to start.
